Indicators

A total of eight indicators underpin the socially excluded adults PSA and will be used to measure progress towards increasing the settled accommodation and employment, education or training rates for each of the four at risk groups:

All eight indicators are included in the single set of 198 national indicators for English local authorities and local authority partnerships [External website]. The following document sets out the technical definitions and guidance notes for the indicators for the socially excluded adults PSA [PDF 35KB, 5 pages]. These definitions incorporate comments received from the Government's consultation on the single set of national indicators, which closed on 21 December 2007. A summary of responses to the consultation [External website] has also been published.

Data

Data on the PSA indicators will be available at the local authority single-tier and county council level to assist local authorities and their partners to monitor performance, identify local priorities and set improvement targets.

Historical data is currently available on the PSA indicators for the care leavers and offenders under probation supervision client groups only. For the mentally ill and learning disabled client groups, the PSA indicators are new and the first year for which data will be available for these will be 2008/09. Proxy data is, however, available on the employment outcome for both of these client groups, and for the settled accommodation outcome for the learning disabled client group only.

The baseline data for the historical and proxy data is available below, as well as results from an analysis of local authority ‘hotspots’, which identifies areas where performance on the indicators is particularly low. This data will be updated as new data becomes available.

To assist regions and local areas in using the PSA baseline and ‘hotspot’ data a guidance note [PDF 35KB, 5 pages] is available. This note sets out the background to the PSA, provides guidance on using the PSA hotspots data for informing Local Area Agreements, supports the Housing Corporation's National Affordable Housing Programme (NAHP) 2008-11 Prospectus and Regular Market Engagement Guidance, and outlines the government departments and agencies with responsibility for delivering the PSA.

A Data Interchange Hub [External website] (The Hub) has been established as a repository to house all indicators included in the single set of 198 national indicators for English local authorities and local authority partnerships [External website]. The Hub has been developed in partnership between Government Departments, Audit Commission, IDeA and the Local Government Association. It will provide a secure centralised data storage and a mechanism for data interchange for government departments and local strategic partnerships (LSPs) to help with collating and monitoring of the national indicators incorporating local area agreements (LAAs).
